This is actually quiet normal. You can easily scrab it of with your fingernail. To reduce this effect, you can clean the nozzle from outside when the print begins.
Would reducing the speed from fast to normal help?

I've found ultraT does this a bit, is this part too big to print in abs without splitting?
You could try it in HIPS...I'm really loving that material these days, prints beautifully and hardly any splitting/warping.
